The Federal Communications Commission is set to propose new Internet rules, allowing companies to pay for faster delivery over the so-called "last mile" connection to people's homes.

The net neutrality rules have been hotly debated because they could restrict free access to some content.

The new standards would replace the FCC's 2010 open Internet order that a federal appeals court struck down in January.

FCC Chairman Tom Wheeler presented the proposal to the other commissioners Thursday.

They will hold a final vote this summer, following a period of public comment.
