The Federal Communication Commission is moving forward with a plan to end net neutrality.

The controversial plan may allow Internet service providers to charge websites for higher quality and quicker distribution of their content, effectively creating a "fast lane" and a "slow lane" for websites.

FCC commissioners voted 3-2 to advance the new measure. They will now begin formally collecting public comments on the possible rule change.

Commissioner Michael O'Rielly voted against the new rules, calling them a "regulatory boondoggle."

He argued that supporters have yet to show how the measure will help consumers.
