Houston faces another day of rain even as he city is already underwater after days of severe flooding, many areas seeing rainfall amounts between 10-20 inches.

"How high is it going to get? You know. We don't really know so. They said it's another three feet. But it looks like it's going up more than that," Houston resident Kyle Wood said.

Officials say at least eight people have died, all of them found in or near vehicles in flooded areas.

Some 1,150 homes are damaged, at least 2,300 water rescues have been performed. Dozens of roads now look more like lakes.

"My faith just helps me to know that God is in control of everything and I can deal with it because he has something better," one woman who was impacted by the flooding said.

Officials are also trying to monitor the cities dams. They say the Addicks and Barker dams, located in the central Houston area, are at "extremely high risk," already at about 80 percent capacity.

In an interview with ABC, a spokesperson for the U.S. Army Corps of Engineers explained the extreme high risk rating does not mean the dams are in immediate danger or failing. The rating is connected to the dams' close proximity to the population.

If the dams did fail, the amount of additional flooding would be catastrophic.

Forecasters are able to give some hope to Houston. After today, they say, there will finally be a few days of sunshine.
