A convoy of nearly 300 Russian vehicles is once again headed for Ukraine despite disagreements on allowing it to enter the country.

Russia says it's supplying aid to help the humanitarian crisis in Luhansk, which is controlled by rebels. That city has gone days without power.

The convoy had been parked since Tuesday amid concerns Russia would try to smuggle in troops or weapons.

The trucks appear to be heading toward Luhansk, which is controlled by pro-Russian separatists.

But a tentative agreement calls for them to enter at a government-controlled crossing where the Red Cross can inspect the vehicles.
