Merkel to US: 'Spying Sows Distrust, not Security'

German Chancellor Angela Merkel is speaking out against the United States and Britain over their spy programs.

"Actions where the ends justify the means, where everything that is technically possible is done, harms trust," Merkel said.

In October, Germany summoned the U.S. ambassador after allegations the National Security Agency monitored Merkel's phone.

The White House said the NSA wasn't monitoring her at the time, and wouldn't in the future.

The chancellor reaffirmed the value of her country's diplomatic partnership with the United States. But she said the situation has led to distrust among allies.

"It sows distrust. In the end there will be less, not more, security," she said.
