Aggressive police actions against peaceful protesters in Thailand are unconstitutional, according to a police report.

The report said the government's emergency decree orders violate the protesters' civil rights.

Violent clashes between demonstrators and police outside the nation's parliament and government buildings in Bangkok left five people dead and dozens injured.

The civil court ruling means Prime Minister Yingluck Shinawatra cannot take action against the protesters. The demonstrators want the prime minister to step down.

Instead, Shinawatra scheduled a snap election designed to give her voter approval. A court decision on its legality is yet to be determined.
