Senator Marco Rubio: “Well in a normal world outside of politics people change their minds all the time especially if circumstances change. Circumstances have changed. For starters, he’s no longer a candidate or pre-candidate, he’s the president. Number two the situation in Syria today is different than 2013. In 2013, Assad was losing that war. If we had just helped the jihadists on the ground, Syrians, not foreign fighters, Assad might have been toppled. And I thought air strikes would be counter-productive at that point, especially symbolic ones. In 2017, Assad is not just having chemical weapons; he’s using them now in violation of international law. The Russians have helped him capture the momentum. The United States has troops embedded there, so the circumstances are different."
