As President Donald Trump considers whether to declare a national emergency to get his wall money, questions remain over the legal ramifications of such a move.

CBN News anchor Jenna Browder spoke with The Heritage Foundation's Han Von Spakovsky for some answers to some of these questions. He is the manager of the Heritage Foundation's Election Law Reform Initiative and a senior legal fellow in Heritage's Meese Center for Legal and Judicial Studies.
