The head of the FBI said the Khorosan Islamic terrorist group could still carry out a terror attack against the United States.

The Obama administration claims it disrupted a major plot against U.S. airliners when it destroyed the group's headquarters in Syria. But many of the group's leaders and members managed to evade U.S. airstrikes.

FBI Director James Comey told "CBS 60 Minutes" that Khorosan may be planning an attack.

"Khorosan was working and may still be working on an effort to attack the United States or our allies and looking to do it very, very soon," Comey said, referring to the group as "highly competent."

"Given our visibility, we know they're serious people, bent on destruction. And so we have to act as if it's coming tomorrow," he said.

The Khorosan group is part of al-Nusra (Front), which is a Syrian offshoot of al Qaeda. Al-Nusra is known for its bomb-making capabilities and for seeking international targets.

No legislation exists currently to prevent Americans fighting with ISIS from returning to the United States. Last month, Sen. Ted Cruz, R-Texas, introduced legislation to revoke citizenship of Americans who are fighting for ISIS overseas.

"Ultimately, an American citizen, unless their passport's revoked, is entitled to come back," Comey explained. "So someone who's fought with ISIL, with [an] American passport [and] wants to come back, we will track them very carefully."

Comey said he believes the United States is better prepared now than before the 9/11 terror attacks.

"We are better organized as an intelligence community. We're better organized and equipped at the border. We have relationships with our foreign partners," Comey said. "The transformation since before 9/11 is striking."
