US Defends Human Rights Record at the UN

The United States is defending its human rights record before the U.N. Security Council Monday.

Recent incidents of police officers killing unarmed black men have stirred debate about fairness in the justice system.

U.S. Ambassador Keith Harper said he's proud of America's record, but admits she's not perfect.

Recent events have challenge law enforcement to improve relations with the black community and to change some procedures.

"These events challenge us to do better and to work harder for progress through both dialogue and action," Justice Department official James Cadogan said.

Cadogan said the government has the authority to prosecute officials who willfully use excessive force.

This is the second time the Security Council has held hearings on human rights in the United States.
