JERUSALEM, Israel – Jerusalem's morning rush hour intensified Monday on day two of the city's Sanitation Department strikes, with school openings citywide delayed by two hours.

Mounds of garbage putrified on city streets and parked sanitation trucks lined up for blocks near the Knesset.

Phones went unanswered in municipality offices, freezing business and construction permits and a myriad of other city services.

Jerusalem Mayor Nir Barkat vowed "no limitations to the strike" at a protest outside the Finance Ministry, urging Finance Minister Moshe Kahlon to intervene in response to funding delays.

The Jerusalem City Council, in turn, directed workers to keep up the pressure Monday, warning that people could lose their jobs and the city suffer if the situation isn't rectified without further delays.

In response, the Treasury Department accused Barkat of behaving irresponsibly.
